OK so they're not really free because
you have to sign up for paid-for email services at R853.20 a year but
they then give you internet access without any further charges.
Free access seems to have mostly died
out in Australia (if you know better email us at webmaster@cheapskates-guide.com).
It may be worth checking your local APANA netwrok for cheap/free access
deals.
Every SingTel telephone subscriber gets free Internet access. The User
Name (Prefix "S" followed by telephone number) and Password
(SingTel Bill Account Number) allows you to login via mysingtel. You
do still pay call charges of course!
The Kyiv Freenet is a community based, publicly accessed dial-up service
that provides the residents of Kyiv and Ukraine with free access to
the Internet. Services available from the Kyiv FreeNet include electronic
mail and a WWW server that acts as a central exchange point for NGO
activities and gateway to Internet resources within Ukraine and world-wide
including such UN resources as the Sustainable Development Network Project.
